                   The customer wants to negotiate over the price .

placate 

- to soothe or mollify especially by conccessions 
                   The administration placated protesters by agreeing to consider their demands 

donning 

- to put on (an article of clothing)
                    Scenes of guerrilla fighters donning civilian clothes and preparing to enter politics touched a nerve for many voters who did not feel that the group had shown remorse for past crimes .

pertained 

to relate to someone or something : to have a connection to a person or thing
                  Negotiators emphasized that both agreements’ references to gender and sexual orientation pertained only to the rebels.

plebiscite

a vote by which the people of a country or region express their opinion for or against an important proposal
                   The issue will be decided by plebiscite .
